Well, it was probably one of my larger patches.
Regarding your issue: There was a discussion in the help list a year ago. In
post https://lists.gnu.org/archive/html/help-octave/2020-02/msg00213.html
Nicholas is mentioning the missing file
C:\Octave\octave-5.2.0-w64\mingw64\bin\libsqlite3-0.dll
as a possible cause for the issue.
