Follow-up Comment #18, bug #53124 (project octave):

Found the reason, but havent started looking for a fix yet.

There is a OCTAVE_INSTALL/tmp directory in the installed files, and if I
change permissions of it to allow access for everything, I can see temp files
appearing in it occasionally as configure runs - not all temp files - as most
of those appear in the TEMP var folder.


With it set to allow anything, the pkg install works as it does when I install
to c:\octave (at least in terms of success)
