Follow-up Comment #4, bug #57268 (project octave):
I haven't noticed the issue, but I tend to specify a central pkg directory for
all my builds, so it only downloads the package once.
We are currently using a retry of 3 when running wget to download the file,
and looking at the man page, has a default 10 second delay between retries,
but I guess that only works for downloads that can be started, not down
servers.
