Follow-up Comment #10, bug #57235 (project octave):

The encoding is set globally. The property "m_mfile_encoding" has to be set in
the "input_system" object (using input_system::mfile_encoding).

At the moment this is done in main_window::notice_settings. But that only
works when using the GUI and it is too late for the startup files.
