Follow-up Comment #29, bug #55452 (project octave):

I never found out if Matlab really uses UTF-16 or just UCS-2. What does Matlab
do when reading (or writing?) a character outside the BMP like e.g. the violin
key 𝄞 (U+1D11E)?
When reading UTF-8 encoded multi-byte characters from a file with fgets does
it advance 2 or more bytes if necessary?
