This is the "windows" terminal in your case. Gnuplot uses the term "terminal" to mean the engine that renders the plot, either on screen or to a file. As said in comment #8, other on-screen display terminals such as "qt" or "wxt" should work correctly. These may not be built correctly for the gnuplot included with the Octave installer. You can select the gnuplot terminal to use with >> setenv GNUTERM qt in Octave. I seem to recall there have been other bugs reported that are simply on-screen display problems with the gnuplot windows terminal. These are low-priority since the printed file renders correctly (using the postscript or other terminal).
