Hm, with an _unmodified_ 1.6 tarfile?  Could you use diff on your sbr/dtimep.c
and the distributed sbr/dtimep.c and see if they are different?  Also,
could you start over from a clean directory and save the build output to see
if it's running lex or flex again to generate a new dtimep.c?

You could use Robert Elz's suggestion and edit the dtimep.c file to remove
the C99 comments, but I would be worried that there are other changes in
there that would affect things, since you're compiling a file that we did
not ship.
