We've covered this on IRC, but for completeness:

The only compiler it works on, MinGW :-)  As on IRC, there is a 
net.venge.monotone.visualc branch which I did before 0.17 but which 
hasn't been touched since then.  This was targeted at VS.NET.  Some of 
the changes necessary were too icky to be committable to mainline. 
VS.NET 2003 (and eventually, 2005) may well significantly improve the 
situation.
