Maybe you could change the subject of those mails to be something like this:

cvs_repository.cc [...]: turn off debugging output

I.e. list the first file changed, add "[...]" if more than one file was 
changed, add ": ", and then the first line of the changelog. If there are 
more lines in the changelog, add "[...]" at the end.

If this is too complicated, then just take the first line of the changelog.

The revision number is pretty useless.
