ImageMagick is really a bit strange in that regard. On the other
hand, that wouldn't be much of an issue if we had a tighter release
cycle, too. :-)

So let's keep it that way for now. We've just to keep in mind
that we shouldn't upgrade ImageMagick too often. It should be
sufficient to upgrade it once before each Mingw-cross-env release.

Note that I'm also planning to provide a "safe-update" that
automatically checks whether the new version of a package builds
fine, and reverts to update if it doesn't. That should make it
easier for us to get trivial updates out of the way faster, so
that we can better concentrate on the problematic ones.
