tarlz 0.18 build failure on FreeBSD 11.4

Note that I am using gmake instead of (bsd) make because make still fails to 
find lzlib.h:

c++ -O2 -c archive_reader.cc -o archive_reader.o
archive_reader.cc:29:10: fatal error: 'lzlib.h' file not found

         ^~~~~~~~~
1 error generated.
*** Error code 1

Stop.
make: stopped in /root/build/tarlz/tarlz-0.18

This latter issue was previously discussed:

Although in that case gmake built successfully.
