They're mappings from Unicode into 8-bit character sets. Lynx has some
support for generating UTF-8 which is multibyte (though probably not
what you're referring to). There are ifdef's to support CJK - but I don't
know enough about that to comment.

there are ".h" files, but no ".tbl" files for these. They probably reside
in the charset directory because it made someone's makefile rules simpler.
