Are you sure you don't have a persistant cookie or agent string that's
triggering this?  I'm using Lynx 2.8.4dev.15 (sorry, dev.19 is not stable
enough for my taste), and g)oing to http://www.lycos.com/ asks to accept
one cookie, which I accept, and then presents the search page shown below.
