Absolutely. First of all, many blind users use lynx because the cost
of switching to a GUI is prohibitively high.
But in my work with AzTeC, the FreeNet here in Arizona, I encounter
sighted users every day. These users have older machines, or their
use of the Internet is limited. Generally, they venture into the email
world first, and gradually to the Web. For the above groups, (including
me, by the way), lynx is *the* method of Internet access, not just one
of many.
Granted, we're a small percentage, but we're out here.

You're on the right track here. At least the wording shouldn't sound like
the user is doing something wrong when selecting a radio button.
By the way, as a radio broadcaster, I dn't find the term "radio
button" anachronostic, just odd.
Choice button would have beeen clearer, or maybe option button.
We radio guys can always use the plug, but the experience needs to be a
positive one! <g>
