It is possible to have a "per-user jump file", if the users can have
their own lynx.cfg.  Even it they can't, it might be possible to use
`$HOME' in the jumpfile path to define it from a global lynx.cfg.

Quoting from the distribution lynx.cfg:

# Additional, alternate jumps files can be defined and mapped to
