Regarding to previous report, it is machine/os/terminal/url independent
bug. Actions taken already described.
To summarize: Lynx must update screen on any "charset change" user
command (f.e. assumed charset 'o'+'^A' command or switch to raw mode '@'
command) and NOT do it currently.
