LYNX-DEV ANNOUNCE: NON-GUI MODS TO PTS

I have put up at http://www.stobyn.ml.org/pts/ my modifications to Dave
Shevett's PTS, version 1.71.20.

They do very little except make the screen displays better for non-gui
browsers, specifically with Lynx 2-7-1 in mind.
