I ran into something like this recently. A new Disney sponsered site
presented such a msg. I sent an email asking the folk about this.
It turned out the issue _wasn't_ frames! Instead, the site I encountered
had heavy dependence on Shockwave Splash, MIDI and Voxware.
Even _Netscape_ on my platform wasn't 'capable' of using the site.
