To achieve this, I propose simply calling tcpip_callback() and moving the
processing of the options in lwip_setsockopt()/lwip_getsockopt() into
dedicated functions called by tcpip_callback(). sock->conn->mbox can be used
to wait for the callbacks to finish, as done for all netconn functions.

The only downside is we pull tcpip.h knowledge into sockets.c, but I think
that's OK.
