The reason is documented in the Expert's Guide - @Scale with empty
left argument scales to all available width first, a whole page in
your case.
Use, admiteddly unwieldy, double rotation. Example below split across
multiple lines for clarity:
-90d @Rotate # rotate back
2.5c @Wide @Scale # scale to constrained width (height of original obj)
90d @Rotate # swap horiz/vert
B # object to scale
