I can't make @High work

I'd like to create a letter "B" exactly 2.5 centimetres high, but the
document

@SysInclude { doc }
@Document
//
@Text @Begin

2.5c @High @Scale B

@End @Text

gives me

      6,6: forced to enlarge @High from 2.499c to 17.665c

When I use @Wide instead of @High, it works fine. I'm sure there is a
reason. And a solution, too.
