A download creates the ".part" file while downloading and copies it to
the named proper file when the download is completed without error.

You have the partial ".part" file because the download was interrupted
for some reason.


I suggest you try again.
Some user interfaces display the progress
  * %age compete
  * estimated completion time
  * amount downloaded
or more.  YMMV/

Try using



curl" as defined in RFC3986.

$ man curl
$ man wget
