Hi Philippe,
I'm not sure to understand exactly what you managed to get working and 
what not. Do you have TLS registration working on windows with the daily 
built and not when using the tagged 3.7.0 version?

If you are at that point but do not want to used an unstable version, 
you'll just have to wait a little more as version 3.8.0 will be out soon.

DTLS and TLS registration are completely independents things. DTLS-SRTP 
is a secure way to exchange SRTP keys directly from one client to 
another while TLS is used to secure the exchanges between linphone (SIP 
client) and the SIP server you're registering on.
