That's not possible, because German and French use different quotes in
@q and @qq, and translating PDF references macros is necessary in all
languages.

The links broken in English docs are likely to be broken in translations
too, so the most simple is to fix each broken link in all languages at
the same time (open each .itely in all languages and switch between
them).

Error in makeinfo invocation on translated docs are ignored, so you must
redirect terminal output then open the log file to see the errors.
