A subset of what powertop suggests solves this for me, unless I connect
an USB device. The processor.max_cstate=2 kernel argument might help in
more cases, at a cost in battery life. I don't know any more proper
solutions.

This might be an issue with the cooling assembly or thermal paste. Or
is it hotter than before flashing libreboot?

Reduce backlight brightness? See what energy usage powertop shows and
use it to e.g. disable unused devices?
