Thanks for the spur...
Turns out the order in which bbdb and gnus (or message, not sure which)
are loaded is important.
I have my call to bbdb-initialize in an (eval-after-load "bbdb" ...)
form, and unless I use bbdb for some standalone purpose (which I rarely
do) bbdb is only loaded when gnus (or message) have need it of, by which
time, it appears, it's too late.
A simple (require 'bbdb) in my ~/.emacs, ensuring bbdb is always loaded
before gnus, has cured the problem.
