Steps to create Windows Installer
Install all requirements of MXE Octave.
hg clone http://hg.octave.org/mxe-octave/
cd mxe-octave
Make sure MXE version of all compiler tools are found first in path
setenv PATH `pwd`/usr/bin:$PATH # for C shell
PATH=`pwd`/usr/bin:$PATH # for Bourne shell
autoconf
./configure
make nsis-installer or make tar-dist (to get a compressed version)

If you execute in the final line "make tar-dist", you will get portable
tarball.
