Hello

For windows binaries, pre-complied octave-forge packages are prepared so that 
you do not install Communication package from source archives.

If you use MSVC version, uninstall octave and re-install it. At re-installing, 
select octave-forge packages in the installer dialog.

If you use MinGW version, see the instruction in the following
