$ apt-get install octave-forge
I am unsure about other distributions.

Not sure for Andy's port. My work laptop runs Cygwin, and by running
http://www.cygwin.com/setup.exe
add adding
ftp.octave.org/pub/octave/cygwin
it all worked out of the box. Not sure about the octave.org URL needed the
/pub/octave/cygwin/path or not.
