Hello David,
perhaps this has something to do with the compact directive of LILO. I am not 
sure how that option is called in grub
though. Enabling compact does:

"              Tries  to  merge  read  requests for adjacent sectors into a 
single read request. This drastically
reduces load time and keeps the map file smaller. Using `compact' is especially 
recommended when booting using a map
file on a floppy disk."

When booting from USB drive and not having compact enabled in LILO I have 
experienced the same effect.

Hope that might give you some hints in the right direction.
