Locally inserted files download OK.

Especially as more and more people discover gnunet, try it out for a few
days, can't download anything, and quit leaving behind a bunch of search
keys!

This raises another question I've had:  how many gnunet-download
processes is it reasonable to keep running at one time?  If many of the
search keys one sees are dead, one obvious solution is just to try to
download _everything_ and see what turns up.  Is there any drawback to
running scores of gnunet-download processes at the same time?
