I don't have a free non-production server to play with at the moment. I
did find the notes from the other sysadmin that helped me set mine up
though and got the initial users file working. To give some insight on the
timing of this message, I was working on learning gnu-radius the better
part of that day reading the online documentation (which is superb) and
when I got stumped at the end of the day, I tossed it his way to look at
and if he didn't get a chance, I would just pick it up in the morning.
Here's part of the e-mail I had waiting for me the next morning.

The only problem I ended up having with the users file, was learning it's
format from the example.  It took me a couple of trys to figure out what
was significant.

username[space]attribute = attributevalue,
[tab][tab]attribute = atributevalue,
...,
[tab][tab]attribute = atributevalue
[tab]subheadingmagicwords = subheadingmagicvalue,
[tab][tab]attribute = atributevalue,
...,
[tab][tab]attribute = atributevalue

This was on 0.96.4 I believe when we first set it up. Here is what I have
that we use though. Maybe it was the odd commas I was thinking he griped
about. *shrug* It works now and I would go back to the others I've used.

DEFAULT Auth-Type = SQL,
                Simultaneous-Use = 1
        Service-Type = Framed-User,
                Framed-Protocol = PPP
