[Help-gnu-radius] sending multiple Cisco-AVpair attributes to AS

Hello,
 
I am trying to send two Cisco-AVPair attributes to a Cisco Access server
using a program specified in
Exec-Program Wait
 
The two lines in the program (written in php_  are as follows 
 
 
echo "Cisco-AVPair = \"h323-return-code=0\",\n";
echo "Cisco-AVPair = \"h323-credit-time=180\"";
 
radius.log shows that only the h323-credit-time attribute is sent while
the h323-return-code is not  (no reason given)
 
 
How can I solve this problem ?
