[Help-gnu-radius] About RADIUS Server Installation

Dear
I just down load the gnu-radius-0.9.6.4.tar.gz and trying to compile and 
install it but fail.
The error message is like /tmp/<filename> unrecognize expecting permission 
a,w,x
Error(1)Leaving the directory /usr/local/src/gne-radius-0.9.6.4/radlib

Help me.

Please send me the detail manual of Installing and configuring the RADIUS 
Server.
