locked file problem

Hi
I've created a problem report and when i go in and try and query it I get the
following problem:
Error
Cannot create lock file
/usr/local/share/gnats/gnats-db/gnats-adm/locks/1.lock
The PR has not been changed. If this problem persists, please contact a Gnats
administrator.
Can someone please tell me why this is happening?
