Please be specific: what exactly doesn't work?
Just evaluating these two lines:
(setq select-active-regions nil)
(setq mouse-drag-copy-region t)
makes text marked with the mouse (by dragging left mouse button across
the text) available in the Windows clipboard: I can paste it into
other Windows applications. Isn't that what you wanted?
