You are using a very old version of Emacs:

The latest Emacs version is v26.1, released a few days ago.  You can
find Windows binaries on the GNU site:

  https://alpha.gnu.org/gnu/emacs/pretest/windows/

Please try the latest version, as handling of keyboard on Windows has
changed since Emacs 23 at least twice.  It's quite possible that the
problem you see in Emacs 23 is now gone.
