The version of readline included with bash is always newer or at least as
current as any standalone readline version installed by a distro. In some
cases, bash requires the version of readline included with it, and distros
are slow to update their standalone readline.
The standalone readline distributions are created from the version of
readline included with bash, together with an autoconf framework.
