http://www.freedesktop.org/wiki/Specifications/BootLoaderSpec/ describes such a configuration structure, and http://pkgs.fedoraproject.org/cgit/grub2.git/plain/0362-blscfg-add-blscfg-module-to-parse-Boot-Loader-Specif.patch implements it as a grub command.
