The "-s" is not helping you, but probably not your core problem.

Without seeing you systemd config files, no way for us to know what you
did.

That would be trying to start it twice, and 2nd time will certainly
not work for many reasons.
IMHO you should not run gpsd under systemd(umber), it causes no end
of problems. With that, I'll leave this tread for people that think
systemd(umbest) can work.
