The 06FEB2009 OpenCOBOL 1.1 Programmer's Guide (available from opencobol.org) has a listing of the various FILE STATUS codes and their meanings in Section 4.2.1 (the FILE-CONTROL paragraph discussion).  Some of the explanations are - admittedly - a little vague.
