   I can't see why copying files is needed for package installation on
   the Hurd.

It isn't needed, the distinction between copying or making a symbolic
link in /stow (from where /bin, etc are computed), is virtually
non-existant.  The only difference is that we derefence the symbolic
link when we encouter instead of traversing the directory (when
computing the content of /bin).

   My original proposal was that /bin and other such dirs would be
   constructed virtually by a special file system handler.  Instead of
   putting a symlink into /bin, you just change the data from which
   the contents of /bin are computed.

   Why not do it this way?

That is what happens.
