The first bloke who buys it rarely has the resources to set up a CD
selling business.

Or maybe you make a subscription service where people interested in it
can pool. Blender was GPLed after pooling something like 100000EUR.
Just because you are unable to think of a suitable business model
does not mean that everybody else needs to gets his hand tied.
