You need to change file and proyect names to distribute modified TeX also

these are restrictions on the ways to distribute free software, not in
the central concept.

It has not to be with free software, but with branding and recognizing
original proyect.

what happens if you create a new proyect with a new name using parts
of old soft?

all the new software will be a huge patch.

What is exactly a patch?
