Permission to modify the software is granted, but not the right to
distribute the modified code. Modifications are to be distributed as
patches to released version.
free-sw.html says:
Freedom 3 includes distributing modified versions, not just changes.
Therefore I conclude it is nonfree. (But I'm surprised to hear it,
since use of mirror is rather widespread. Oh well.)
