I've made a release of pqm with the changes we made @ Canonical.

Changes in this include:
* Some refactoring to make the script easier to maintain and extend.
* The ability to build a tla config before performing a precommit_check.
* more debugging throughout.
* a few miscellaneous bugfixes (like using sys.exit incorrectly).
