If using names tagging (or if the new file is in {arch}), you don't need the
inventory to know it's really an add (or a delete).

Otherwise, for an apparent add, you still don't need a full inventory to
decide whether it's an add or a move since looking at the ,,index file in
the revision library allows you to figure it out easily.

And if it's a remove, well, OK you probably need a full inventory for
that case.  But that still doesn't justify a full inventory all the time:
a full inventory is only justified when the small inventory indicates that
there has been an apparent file removal.  Although I'd be just as happy if
tla assumed it really was a file removal.
