Summary: hide a tracker-entry

Initial Comment:
It should be possible to hide a specific entry that it 
can only be seen by the group developer members (the 
groups who can see a hidden entry must be defined 
somewhere) and the author of the ID.

So called "hidden-flag".

Why?

Someone reports a major security-problem and it needs 
to be discussed privately between major people of a 
specific project.
