I would start from  helmholtz equation 2D disk example to get familiar with complex matrices and vectors
then make it 3D
and then implement (curl u, curl \phi) for EM harmonics part
We should ask Yves if he(or someone) implemented macros/command for curl operator in GWFL
If not- one may do it with some extra math computing curl by definition
Finally you will get
curl curl U- k^2 U= J 
for DIpole(or any) source J assuming that U is complex unknown Electric field( you may rewrite equation for unknown magnetic field) and K is complex wave number dependant on conductivity and frequency
