Reading the handbook of the fide in the Miscellaneus point, I read
that the tie-break rules are given in some FIDE competitions, because
there is an absece of this regulation.
And reading the introductory remarks of the FIDE, say that:

For pairing proposes only, the players are ranked in order of,
respectively:
a.- Score
b.- Rating
c.- FIDE-title (IGM-WGM-IM-WIM-FM-WFM-no title)
d.- alphabethically (unless it has been previosly stated that this
criterion has been replaced by another one)
The order made before the frist round (when all scores are obviusly
zero) is used to determine the pairing numbers: the highest one gets
#1 etc.

Reading that I assume that this order rules is used to made the
pairings (with out consider the tie-break), and at the end of the
tournament or at the end of each round, must to be done the tie-break
order, to known the current players' ranking.
isn't it?
